Are there certain special employees who would be mad if they didn't get the hours best suited for them?  Are there certain less exemplary employees who would be designated to work the less desirable hours?  Etc.

That might be the case, but would like it as even as possible. I know it is not an easy schedule for anyone working it, but the idea would be, that it would rotate - meaning it might change every 2 months - which will also throw a wrench in the mix.
