Your snipet isn't runable:

   $TimeLabel = _WinAPI_CreateWindowEx(0, 'Static', '', BitOR($WS_CHILD, $WS_VISIBLE), 5, 228, 100, 14, $ParentWindow)

Func Timer()

    $Time = StringFormat("Time: "&"%02i:%02i:%02i", $Hour, $Mins, $Secs)

make a runable reproducer script, showing your issue(s).

this is needed while using _TicksToTime and

While 1
    If GUIGetMsg()=-3 Then Exit
WEnd

is needed that GUI stays alive.

After this changess it's a runable script with no issues:
