Issues running a non-.exe file via script

Specifically I'm trying to run the Disk Defragmenter in Windows XP Pro.

According to the start menu shortcut, the program location is

%SystemRoot%\system32\dfrg.msc

I've got no issues starting up .exe files using the Run command, but .msc is proving a bit difficult.

Any ideas on the issue would be much appreciated.
