How to close application with the ShellExecute.

did you really read ShellExecute function?

FileClose is not working

Hardly surprising as ShellExecute gets Windows to open the application and merely closing the target file will not affect it. ;)

Do you know in advance which application is opened when you use the ShellExecute? If so then use ProcessClose to close it. If not, then you might have to use ProcessList and compare the before and after returns to find out which process has been started - once you have that information, then you use ProcessClose as before. :)
