Richard Robertson Posted May 29, 2013 Posted May 29, 2013 No, the example given in the OP is that passed-by-value parameters are const without exception programatically due to them being unable to modify the caller's provided value.

If const is declared, neither the original variable nor the passed value can be altered within the function. Or am I missing the point to this thread?
