I would check out Sourceforge for both, with the latter requirement being a CHM, HTML Help or PDF maker.

Plenty of screenshot scripts are available here in Examples too.

There is a topic or three here dealing with the preferred program for CHM (Help or manual) files. Can't recall the name off the top of my head, but some kind of (HTML??) Workshop I think.

  • System-wide hotkeys.
  • Clipboard copy/paste.
  • Printing.
  • Auto-saving, auto-printing.
  • Auto-start with Windows.
  • Minimizing to system tray.
  • An auto-extending list of fixed sizes, perfect for snapping images for icons and glyphs.
  • A zoom tool for magnifying selected parts of the screen.
  • A ruler tool for measuring screen objects lengths.
  • A color picker showing screen colors with separated RGB parts.
  • Fast picture viewer.
  • Adding frames and mouse pointer images.
  • Multilevel configurable undo and redo.
  • Multilingual versions.
  • Configurable user interface.

We used to use MWSnap, but I don't believe it has been updated in 10 or 12 years. Last I knew it was XP 32bit only.

Never said it wouldn't work on WIN7, simply that the last updated version (I could be wrong) was from 12 years ago, and was specifically written for XP 32bit.

I use FastStone Capture (http://www.faststone.org/), version 5.3 which is Freeware. Like it because it has autonumber/ autosave and also a good editor.

I am just a hobby programmer, and nothing great to publish right now.
