You could try querying the registry?

I believe the key you're looking for is the following:

HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System\EnableLUA

1 being active, 0 being inactive.

EDIT:

example given.

$val = Regread("HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System","EnableLUA")

I see I must also change ConsentPromptBehaviorAdmin to omnit install confirmation related to UAC
