Overlay assistance

OK, so i have little to NO idea what im doing, i have a lot of time on my hands and i want to learn how to do this, my goal is to creat an overlay for guildwars2, i know that overlays for it already exist but they are far too much for what i need, i want a progress bar than will fill up as time goes down with text ON the progress bar. having up to 3 of these progress bars, synced to the event timer found here http://wiki.guildwars2.com/wiki/Event_timers i need these 3 progress bars with adjustable time scales, for example 1 bar displaying 'Dragon's Stand' which is on a 2 hour reset begining every odd : 30 (9:30, 11:30 etc) with the second progress bar set to say 'Shadow Behemoth (the world bosses bar on the wiki link) that happens ever odd :45 (1:45 3:45 etc) and i need them to be on a transparent background so only the progress bars can be seen on top of the game. if it is NOT possible to sync it to the web page, then i am totally fine typing in the remaining time and just letting it tick away and reset and tick but as long as it loops...

i dont know if this is insanely complicated or really simple, any help/teaching is very much appreciated i am only going to use this personally but if i ever give it to my friends i will credit whoever helps me.
