Try to drag selected controls, if you still hung them up then you can still drag them. But when you drop down selected controls then selections disappears. Selection should be active until you click outside the selected region . When you copy, it should be copied. Still, you could make an option to do otherwise if a user preferred ... personally i wouldn't bother. I agree completely.
