Also realize that the capability to get the row count from a recordset implies they are retrieved and counted beforehand. This may slow down queries by a large factor.

I do not have any problem with downloading them.

Did you try different browser ?
Did you try to flush coockies and temp files in your browser ?

EDIT:
I can confirm that recently (in present year) there was a problem with downloading files form download sections, reported even by few MVP, but I do not remember what was solution to them.

Question 1: Did you try different browser - which one ?
Question 2: Did you try to flush coockies and temp files in your browser's ?
Question 3: Did you try turn OFF AntyVirus / Firewall software , also anty-spyware, anty-adware and whatever else ?
Question 4: Did you try on another computer ?
Question 5: Did you try on another internet connection with the same and another computer ?
Question 6: Do you have the same problem with downloading another resource from download section - for example this three following :

open ADO.au3 ... try  to change _ArrayDisplay  to   _DebugArrayDisplay and add at the top.

If that works for you, why do you need a new version? Just make the changes, save the file, done. You have a new version.

Sure, that's exactly what I did.
But I was thinking about the other users of the community ...
Why does the next person have to run into the same problem again, then search the forum and finally implement the "bugfix" himself?
You should tackle the problem at its roots and not just heal symptoms - that's my opinion.

Database server: MS Windows 10 / 64bit
Database: PostgreSQL 11
Version: PostgreSQL 11.1, compiled by Visual C++ build 1914, 64-bit

In the ADO_EXAMPLE.au3 file in Func _Example_PostgreSQL () I observed an interesting problem.
If tablename is 1 word the name then can not be used "
_Example_2_RecordsetDisplay($sConnectionString, 'Select * from "TEST"')  - INCORRECT
_Example_2_RecordsetDisplay($sConnectionString, 'Select * from TEST')  - correct

If tablename is 2 words + space the name then MUST be used "
_Example_2_RecordsetDisplay($sConnectionString, 'Select * from "TEST 123"')  -correct
_Example_2_RecordsetDisplay($sConnectionString, 'Select * from TEST 123')  - INCORRECT

In the ADO_EXAMPLE.au3 file in Func _Example_PostgreSQL () lines 193 need to be improved
